  • PRESIDENT

    Gregg Hostetler is Consor North America’s Executive Vice President of Strategic Project Delivery and a co-founder of the Strategic Project Delivery Institute (SPDI). A national leader in collaborative and innovative project delivery, Gregg specializes in helping owners, consultants, and contractors deliver infrastructure programs faster, at better value, and with higher quality.

    He played a key leadership role in Osceola County, Florida’s award-winning CM/GC transportation program – nearly $350 million in rapid roadway and bridge capacity improvements, recognized as the “most rapidly deployed program in the nation.” Gregg has also co-led several pioneering tribal CM/GC pilot programs that achieved significant time and cost savings through innovation.

    With deep roots in bridge management solutions, he brings a holistic, risk-aware approach to strategic planning and delivery of major infrastructure programs.

  • SECRETARY

    Dustin has been involved in complex heavy civil and transportation projects across the United States for more than 15 years. He currently works for Archer Western Construction (Archer Western) in their Irving, Texas office.  

    Dustin manages business development and pursuits for the Gulf Coast region which includes identifying new opportunities, meeting with potential clients and developing strategic relationships with construction and engineering partners. He brings a strong track record of strategic growth, stakeholder engagement, and pursuit leadership for large, multi-stakeholder capital programs.

    Throughout his career, Dustin has worked closely with public agencies, private developers, and industry partners to align technical capabilities with client objectives and long-term program outcomes. His expertise includes market strategy, public-sector procurement, risk assessment, partnership development, and navigating collaborative delivery models.

    Dustin is actively engaged in industry associations that advance best practices and collaboration. He currently serves on the Board of Directors for the Design-Build Institute of America (DBIA) Southwest Chapter and on the Board of Directors–Programs for the Society of American Military Engineers (SAME) Dallas Post.

    He earned his Bachelor’s of Science degree in Public Relations from the University of Texas at Austin.

  • Geoff serves as Vice President of Alternative Delivery for SEMA Construction, where he leads the pursuit, procurement, and execution of progressive contracting projects nationwide. In this role, he ensures SEMA remains at the forefront of collaborative contracting and innovative project delivery methods.

    A recognized expert in Construction Manager/General Contractor (CM/GC), Construction Manager at Risk (CMAR), Progressive Design-Build (PDB), and other alternative delivery models, Geoff specializes in risk assessment, value engineering, and stakeholder engagement to optimize project outcomes. His hands-on approach enables him to work closely with project teams, owners, and industry leaders to guide procurement strategies and execution plans, ensuring seamless and successful delivery.

    Prior to joining SEMA Construction, Geoff spent nearly 17 years as a design project manager. During that time, he managed Colorado’s first Progressive Design-Build project, the Peaks to Plains Trail through Clear Creek Canyon, and led multiple CM/GC and Design-Build projects. This combined experience as both a designer and contractor provides Geoff with a comprehensive perspective and deep understanding of best practices across alternative delivery methods.

  • PRESIDENT

    Lisa Wilson is the Deputy Director of Engineering and Operations at the Utah Department of Transportation (UDOT). Utah is a national leader in Alternative Delivery of transportation projects. She was instrumental in the development of the Department’s processes and was the project manager for many of the first CM/GC and Design Build projects in the State of Utah. Her continued leadership in project delivery has helped make UDOT one of the most innovative and strategic DOTs in the nation.

  • VICE PRESIDENT

    Over the course of his almost 20-year career, Scot Grossman has developed a deep understanding of, and demonstrated proven solutions to, multi-disciplinary issues on complex projects. He specializes in alternative delivery projects and efficiently navigating all aspects of a project’s lifecycle – from concept to ribbon cutting. As an Owner Project Manager and Program Manager, Scot has completed projects totaling well over $150 million. He is well-versed in civil design and construction, government procurement, alternative delivery methods, construction management, environmental permitting, land conservation, contract negotiations, and community engagement.

    Scot has spent the last 16 years working for Jefferson County Parks & Open Space, currently serving as the Project Management Supervisor. In this role, Scot is responsible for overseeing design and construction of the organization's capital improvement program. Scot’s projects have won numerous awards around the country, and he prides himself on taking part in projects that will long outlive him. Scot holds a Master of Urban Planning degree, as well as a Bachelor of Arts in Biology. In his free time, you can find him skiing, hiking, cooking delicious meals without following recipes, and otherwise exploring the outdoors.

  • Dr. Caleb Hing serves as Vice President at Consor North America, where he provides executive leadership on complex alternative delivery infrastructure initiatives across the United States. He earned his Bachelor of Science, Master of Science, and Doctor of Philosophy degrees from West Virginia University in Morgantown, West Virginia. Throughout his career, Dr. Hing has contributed to a broad portfolio of transportation projects in Texas and nationwide, advancing resilient and innovative infrastructure solutions.

    Deeply committed to the engineering profession, Dr. Hing has maintained an active leadership presence within prominent professional organizations. He is a Past President of the Structural Engineering Institute (SEI) and has been widely recognized for his professional and volunteer contributions. His honors include the ASCE Edmund Friedman Young Engineer of the Year Award for Professional Achievement, recognition as a Rising Star in Structural Engineering by ZweigWhite’s Structural Engineer magazine, and Engineering News-Record (ENR) Texas & Louisiana Top 20 Under 40 distinction. He has been inducted as a Fellow of both the American Society of Civil Engineers (ASCE) and the Structural Engineering Institute (SEI), reflecting his sustained impact on the profession.

    Dr. Hing was named a National Science Foundation Teaching Fellow and a Chancellor’s Scholar by the West Virginia Higher Education Policy Commission.

    Dr. Hing is also a co-founder of SPDI and currently serves as a member of its Board of Directors, where he supports the organization’s mission and strategic advancement.

  • Ira Barrow, Vice President of Operations at VRX, Inc., brings over 25 years of experience in construction and infrastructure management, with a strong focus on CM/GC and alternative delivery. He has led more than 125 transportation and civil infrastructure projects for State agencies, providing CM/GC leadership, construction management, QA oversight, CEI services, and engineering coordination. His portfolio includes major CM/GC, Progressive Design‑Build, and other alternative delivery programs for the Hualapai Tribe, the Kickapoo Tribe of Oklahoma, and the Seminole Nation. Through disciplined QA, clear communication, and collaborative leadership, he delivers complex infrastructure programs that provide long-term community value.

  • Randy Jensen began his career at the Colorado of Transportation (CDOT) more than 45 years ago and held a variety of positions for 32+ years there with increasing responsibility and leadership culminating as a Region Director in the Denver Metro area.  He then spent 10 years of service at the Federal Highway Administration – Colorado Division where he directed a multi-functional team of professionals responsible for the administration of the Federal-Aid Highway Program including Emergency Relief and Alternative Delivery.  Randy is currently providing Subject Matter Expertise in federal-aid, resiliency, federal-aid emergency relief, alternative contracting, highway construction, highway maintenance, asset management, pavement and materials, structures, traffic and safety, and training for Muller Engineering in Lakewood Colorado.

    Randy was a member of CDOT’s Innovative Contracting Advisory Committee (ICAC), helping institutionalize alternative delivery for CDOT. He was a contributing author of CDOT’s Project Delivery Selection Matrix (PDSM) which is a goal-oriented, risk-based decision matrix to determine a project’s proper delivery method and their Construction Manager General Construction (CM/GC) manual. 

    Randy recently co-authored an Alternative Project Delivery Guide for Boulder County and trained County staff on how to use it.

  • TREASURER

    Chris Wilson serves as Chief Strategy Officer for ICE Teams, where he guides organizational strategy and leads the firm’s independent cost estimating program. With more than 20 years of experience in contracting, estimating, scheduling, and consulting, he brings deep expertise in collaborative delivery and was an early adopter of CMGC in the 2000s.

    Chris is known for identifying cost efficiencies, evaluating alternative construction methods, and helping owners optimize value through early contractor involvement. He is a DBIA-certified professional and holds a BS in Construction Management as well as an MBA with a focus on risk management.

    He also serves as Treasurer for the Strategic Project Delivery Institute (SPDI).

  • Clark D. Prothero, P.E. is Senior Vice President and Chief Operating Officer of Raba Kistner, Inc.’s Infrastructure Group.  Clark has over 33 years’ experience in transportation, heavy civil and rail projects.  As Chief Operating Officer for Raba Kistner Infrastructure, Clark manages all of the Infrastructures operations across the United States except for Texas.  Clark is also currently fulfilling the role of Project Quality Manager on multiple P3/Design-Build Projects across the United States.  Since 2010 Clark has been involved in some of the largest P3/Design-Build Projects in the United States totaling over $21 Billion in construction value.

  • Shane Malkowski, P.E., DBIA is the Engineering Director for Sundt Construction’s Transportation Group and is based in Vancouver, Washington. With more than 25 years of experience spanning both design and construction, Shane brings a comprehensive understanding of project development — from the technical nuances of engineering to the operational needs of contractors.

    Throughout his career, Shane has specialized in alternative delivery methods, including design-build and CMAR/CMGC. He leads a multidisciplinary team dedicated to integrating design, construction, and estimating to deliver seamless, high-quality preconstruction services. His leadership supports alternative delivery projects across all Sundt’s markets and geographic regions, ensuring consistency, innovation, and preconstruction excellence.

    Shane holds a Bachelor of Science in Civil Engineering from the University of Arizona. He is a registered Professional Engineer in Washington, Texas, and Arizona, and a certified Design-Build Institute of America (DBIA) professional.
